Applicants must satisfy the following conditions:

be a Canadian citizen, an Indigenous person, a permanent resident or a newcomer who is eligible
be physically in Ontario for 153 days in a 12 month period
be physically in Ontario for at least 153 days of the first 183 days following the establishment of residency in the province
have Ontario as primary place of residence

Publicly covered services are paid directly * some services are partially covered
